Training Vouchers, Activation and Placement Vouchers

To encourage extended vocational training as well as activation and vocational integration the Jobcenter issue Training, Activation and Placement Vouchers. Using these vouchers the costs for participating in a training measure are assumed. The requirement being that the training measure decisively improves the chances of a job placement. Both the provider and the actual measure both have to be accredited to receive funding support in accordance with the legal regulations. The basis for accreditation is the "Regulation concerning the requirements and the process for accreditation of specialist agencies and the authorisation (certification) of training providers and training measures to promote employment in accordance with the third Social Security Statute Book (Akkreditierungs- und Zulassungsverordnung Arbeitsförderung - AZAV)". This regulation came into force on April 2, 2012.

 

Before participants who are being supervised by the Jobcenter Kreis Siegen-Wittgenstein are able to start the training measure, the training provider has to apply for a training measure reference number for the course in question. For this purpose, details of the training measure have to be provided in a brief questionnaire.

 

In addition, the following documentation is required:

  • Certification documents (Certification of provider and the training measure)

  • Copy of the Training Voucher

  • Supplementary documents (Concept for measure, curriculum, etc.)

Planning Educational Objectives

In its Educational Objectives Plan, the Jobcenter Kreis Siegen-Wittgenstein determines which measures are to be implemented each year. This depends on the one hand on the requirements of the regional labour market and on the other on the needs of jobseekers.
As part of educational objective planning the educational aims and qualification content of the individual measures are briefly described and additionally the intended number of training vouchers designated. If needed the plan can be adjusted during the year, for example if the legal or financial circumstances change.

Invitation to tender regarding schemes for activation and vocational integration

The Jobcenter continuously invites tenders for schemes for activation and vocational integration in accordance with Section 16 (1) of the Social Security Statute Book 2, in conjunction with Section 45 of SSSB 3, for which interested training providers can apply. The tenders are published by the NRW Regional Procurement Centre (REZ). Job Opportunities (Arbeitsgelegenheiten)

The long-term unemployed may be put on placement in a time-limited job opportunity or so-called “One-Euro-Job”. There is to be no displacement of or impediment to regular workplaces through these job opportunities. The jobs on offer must be additional requirements and neutral from the point of view of competition and in addition must be in the public interest.
It is above all public sector and private non-profit organisations that come into question as providers of these job opportunities. The main objective of the scheme, for which an expense allowance of €1.50 per hour is paid, is to reintroduce the long-term unemployed to the labour market and to encourage their social integration. At the same time a job opportunity is an instrument for practising participation in working life and to establish main areas of aptitude.
